THE TEN STOREY HOUSE THAT MORPHED INTO A SIXTEEN ONE AND CRASHED TRANSPARENTLY!!

About the 16 storey building that collapsed in Dar,the director general(?) of National Housing Corporation Nehemia Mchechu has stated that his organisation was one of the two parties to the venture and that their share (NHC's) was the land on which the structure stood, implying,(in trying to distance his organisation from the mess),that their side of the joint venture ended in owning the piece of land.But he did not let us know,even if we already know,that the building in question,being a jointly owned concern could not have been constructed without both parties to the venture knowing all the construction details as it is from this information that expenses(and other matters) can be controlled, also going from the designed ten storeys to sixteen storeys is way too far for a co-owner not to notice,its a 60% increase.So NHC being a parastatal that prides itself in owning on behalf of the state buildings that it did not build has a lot of explaining to do.
